Yes, sedative may help, or giving him something like 'Rescue Remedy' or a homeopathic such as Aconite, to take the edge off his worries. But I don't think it's a good idea to use this alone, without 'retraining' as well.
I wouldn't advise you attempt to force him to capitulate, but rather work with him in baby steps, to *gradually* get him over his fear & *prove* to him it's not as bad as he reckons.
You might want to ask a vet, that they may have something that will kill the thrush and mildly anesthetise the area too, because if his reactions were indeed just from the bleach, he must have extremely bad thrush/sore feet. I'd also be wanting to protect & support his heels, with boots & pads or such, until they become healthy, as he'll be too sensitive to use them otherwise, and that will also work against you in successfully treating the thrush, along with other problems associated with tippy toeing.
