Back when I had Beau, I read,was told or saw on tv that TB's have a lower pallet (roof of the mouth) than other horses?
The suggestion was to use a double jointed bit. Beau seemed to like it better. Even if it doesn't cure your open mouth problem it will be more comfortable for your horse? I use it on Tonto too because his head and mouth were shaped similar to Beau's. Worth a try? Another thought may be a rubber bit.
it also takes a couple days for them to adjust after their teeth are are floated. Was it a "power float"?
